There are three HOAs that cover the Fort Dessau area with three separate boards.
The Townhomes and Villas HOA dues are paid to the Master Association from the monthly amount collected.
Note: The Townhomes/Condos and Villas HOA boards have no control over the Master Association management and are unable to implement any improvements in the community center or pool areas.
The Townhomes and Villas were created as subsidiaries of the overall "Estates". A vote of the residents of the Estates would be required, and any vote to make changes in the Condo Declaration requires 67% of the homeowners to approve. Additionally, for such a significant change, 51% of the mortgage lenders (banks) would have to agree.

All modifications to the exterior of the home are subject to approval by the Architectural Control Committee (ACC). The ACC is made up of volunteer residents of any part of the Fort Dessau community who review all applications for architectural modifications.
The Architectural Requirements define an architectural modification as "any exterior home or landscape improvements". To submit for approval, you can log in to the CiraNet Resident/Owner Portal and fill out an architectural approval request form.
Note: The HOA boards have no input to the ACC and volunteers from our area would be a welcome addition to the committee.
Yes. Texas Property Code Section 202.010 forbids HOAs from restricting solar energy device installation. However, state law (HB 362) dictates homeowners still need to follow the normal procedure for seeking improvements, which include application for approval from the Architectural Control Committee (ACC)
To obtain approval of a "Solar Energy Device", homeowners must provide the ACC with the following information:

Homeowners who have set up their CiraNet Resident/Owner Portal accounts receive notices for major lawn treatments that occur twice a year. Notices are not sent out for bimonthly pest control treatments since the notice is provided in CiraNet.
In the Development Area Declaration of Condominium Regime for Fort Dessau Townhome Condominiums (AKA the current Condo Declaration), D.R. Horton codified the Townhomes are required to have weekly lawn maintenance from April to October.
The City of Austin has declared a Stage 1 Drought, so we are only allowed to run the sprinklers once a week (on Tuesdays), for about five minutes. Additionally, Priority Landscapes cannot install new trees in this heat. They will die.
If you have a dead tree and have not yet requested a replacement, please contact RealManage. If you have a replacement tree approved, it will be replaced in April 2023. This gives the tree enough time to thrive rather than dying in the winter if there is another freeze.
If your sprinklers are not working in your backyard, please notify RealManage - there is no way for anyone to know they aren't working unless you report it!

The Townhomes HOA is not responsible for the medians on the Dessau Road outside of Sumatra Lane. Residents can call 311 to report issues to Travis County.

The community center closed in October 2020 - the roof is leaking and the building has been infested with black mold. Electrical work has been completed, now the Estates can work on fixing the climate control (AC/heat), then move on to mold abatement.
Work has been slow because the community center has a historic site designation; vendors have been hesitant to work on it.
The pool is open 6:00am to 8:00pm daily from April 15th through October 1st.
From what we have been told, the current schedule for pool cleaning and maintenance is twice a week from April 1st to October 1st. After October 1st it will be maintained once a week until March 31st.
The Master Association has a pest control service that covers the pool every other month.

Yes, but you do need approval from the Townhomes board first.
The Townhomes and Villas boards couldn't come to an agreement to install safety cameras in the neighborhood. The Condo Declaration says both boards need to be in agreement due to the shared responsibility of Sumatra Lane and entrance to the community.
No, the Condo Declaration only states that no animals "not considered to be a domestic household pet within the ordinary meaning and interpretation of such words may be kept, maintained or cared for anywhere on the Property (as used in this paragraph, the term "domestic household pet" shall not mean or include non-traditional pets such as pot-bellied pigs, miniature horses, snakes, monkeys, or other exotic animals)."
Animals not allowed also include pigs, hogs, swine, poultry, fowl, wild animals, horses, cattle, sheep, or goats.
"If the Rules fail to establish animal occupancy quotas, an Owner or Resident shall be allowed no more than three (3) household pets plus no more than two birds in any Unit. Permission to maintain other types or additional numbers of household pets must be obtained in writing from the Board."

With the previous Master Association board only having two members, neither could come to an agreement on how to resolve pool issues. A new board was elected on August 31.
The Townhomes board has no control over the Master Association and we are unable to impilement any improvements in the community center or pool areas. We hope to see improvements with the newly elected Estates board.
